The Browns suck, and they’ve sucked for a long time. This year is exceptionally bad, but fans are used to disappointment from the Cleveland football team at this point. The best thing you can say about the team is that they have a fantastic fanbase; they’ve been awful for a decade and the fans continue to show up and support the team.
They love their team so much that when faced with the very real potential of a 0-16 winless season, they chose to celebrate. And what’s a celebration without a parade? Some fans have decided to embrace the “perfect record” and have applied for permits to hold a parade.

Say what you will about the team, but they’ve got a great fanbase with a great sense of humor.
